Starting with X3 it should not be necessary to configure any effect as a synth. If the plug-in supports MIDI I/O the VST2 or VST3 drop down in the standard plug-in header should be enough. The drop down contains options to "Enable MIDI Input" and "Enable MIDI Output". Once enabled, the plug-in should appear in the appropriate drop down in MIDI and instrument tracks. If the options are unavailable, the VST scanner did not detect the capability in plug-in. Some plug-ins have configuration settings in their options to control MIDI data generation.
