Short answer since you're trying to slide all tracks (rather than just pasting something to move some events to a couple tracks)... You need to create space. You need to insert measures before you do that action.
With Insert Measures you can easily add measures with a quick action, but limited to only measure divisions. Once you've inserted measures you can do the paste you were shooting for.
Long answer
Try this (I'm a Paste Special kinda guy).
To make room, think about moving your entire song to open space. Let's say you want to add 8 measures space from measure 7.
1. Start by clicking on a single track to select it, then use Control A, or under Edit, Select All.
2. Then under Edit, use Select by Time. Enter 7 for the start time, and then let the indicated value stay for the end range, or you can put some measure in after that point).
3. Cut Special (Control Alt X), include what you need such as Events, Markers, Automation, etc.
4. Paste Special (Control Alt V), set the time at 15 (which adds your 8 measures), and include what you need such as Events, Markers, etc for the Paste Special. Pick your starting track as track 1 in this case (if you've used Select All).
Now as a result, you've moved everything forward 8 measures.
You've inserted 8 blank measures, beginning at measure 7. So that's all empty.
I mention Select By Time instead of insert measures. The advantage is that with Select By Time you can pick exact times, which can be the first beat of a particular measure, or the second beat etc., rather than being limited to only exact measure divisions.
Let's say you want to add 8 measures of stuff into that opening which you've created at measure 7.
You mentioned you wanted to copy events from a certain set of tracks. Click and select one or more of the tracks you want to copy from. Use the Select By Time (under Edit) to pick the measure or measure/beat range). Use Copy Special (Control Alt C), and then Paste Special (Control Alt V) and have your starting time at 7, and select your starting track number at the track number of the first track you've copied from.
