Installed without any issues on backup PC and the file is identical on both PC's so looks like I can ignore the error.

I just did tried the update and same exact error message.  Running on Windows 10 platform.
I went with your suggestion of "ignore" so I'm hoping all is well.

Just had same issue when updating TH3 and it appears even with admin rights or via Administrator account the file cannot be deleted. As I have a support contract with Microsoft got them involved and here is the solution:
here's how to get into safe mode :

Please press windows key or start menu
    >> type in run
    >> click run
    >> type in msconfig, hit enter
    >> browse the tabs and click boot
    >> from the boot put a check into the safe option and make sure that the button under it is set to minimal (To get back to normal mode just uncheck the safe mode and that should get you to boot to normal mode)
    >> after checking those click apply and then ok
    > > that would ask you to restart your computer for the changes to apply.

Once in safe mode the file can be deleted.

It could be you need higher level permissions to install this. I would try running CC in administrator mode.

It doesn't make any difference the file will not delete even by enabling the full Administrator account which in theory has full access to everything. In fact even at this level one does not even have READ access nor will changing ownership work. It looks suspiciously like a bug introduce by an previous update as MS instantly came up with solution.

    Bit 8 ridge?
Looks like a typo, but also looks like you cut and pasted output.
I use a tool called unlocker that handles stuff like this.
The Administrator might not be able to delete stuff owned by 'TrustedInstaller', I'm not sure.

Yes it was extracted by from an image and converted to text by Microsoft office sometimes not completely accurate.

Not the same thing.  After Vista/Windows 7, an administrator account does not necessarily run a program with administrator privileges; programs are still run in a secured mode. It's meant to prevent unintentional changes on the system.

You need to right-click on the application, then click on "Run As administrator".

I know but both installs were run that way it made no difference. Just for the record I am not a computer novice I have worked in IT for over 40 years even built a computer before they could be bought. I have used every Windows version except Vista from the DOS version and can program in over a dozen languages in my time. I also in my spare time do Windows support for people. So I may be going senile but I still know a thing or two and yes perhaps I should have mentioned running install with admin rights didn't work but I assumed it was the first thing anyone would try.
Also given time I would have come up with solution but was in a rush this morning.

This is starting to look like a virus or a windows bug as 2 files I downloaded have now changed to no "read access" luckily I had already installed the updates before this happened. They are not even residing on the primary partition.

This article might help. As it says in the beginning:

From time to time, for reasons unknown to mere mortals, Windows will arbitrarily prevent you from writing to a hard drive because it says the drive is write-protected, or some other such error message. This seems to happen mostly to external USB drives (like what you use for storing audio, samples, etc.) and figuring out a solution isn’t obvious—no matter what you do in the drive's "Security" tab, nothing seems to work. Fortunately, there’s an easy fix (this assumes you have administrator privileges).

Whenever I install an update, Bitbridge (I think) seems to be causing my MacAfee to detect an danger and quarantines a file. Not really sure what is going on. Doesn't seem to effect anything I'm doing. Anyone else experiencing this?

That's your first problem right there .
Uninstall that and get a copy of Free Avast. Its not only light weight on CPU but it doesn't kill files because of reputation scans.
Norton an MacAfee are the enemy bro (to us DAW users anyway).
