Sonar 7PE Piano roll not pasting on the selected time

I'm using sonar 7PE and sometimes when I'm in piano roll and I want to copy and paste notes, it doesn't paste at the selected time.  It pastes it at some unaligned place on the grid not even in time.

    How do you select the "selected time"?
    What are your Snap settings?
    Is it always off by the same amount?

    I paste it the same exact way I paste everything else.   When this happens, yes, it happens by the same amount.  It just seems so arbitrary...like sometimes the program just decides it doesn't wanna paste the notes on time.
