Sonar Platinum clock / tempo sync to hardware synthesizer

I'm running into a problem syncing Sonar to a hardware synth, with Sonar set as the clock master and the synth set as the slave.
 
The hardware's clock will always run at a tempo 50% slower than Sonar's tempo. I've tried this on three different pieces of hardware with the same results. None of them were using a clock divider and they were properly set to use an external clock.
 
I think I've followed all common instructions and tutorials properly. Sonar sends MIDI clock messages through the proper port and "Transmit MIDI Start etc" is checked. I've tried setting Sonar's clock to Internal and Audio with the same result. My MIDI interface isn't running some weird clock divider either.
 
I'm wondering if there's some divider or ratio setting in Sonar I haven't found yet. Thanks for any guidance. My LFOs also thank you.

Are you saying that if you set Sonar to 120 BPM the hardware sequencer plays at 60 BPM? 
Could be as easy as set Sonar to 240.  
Is the time signature set for 4/4? 

Yes, the clock output by Sonar is 50% the tempo. The time signature is 4/4.
 
Doubling the tempo isn't really an option considering I have Sonar doing multiple things simultaneously. Drums, other synths, sampling, etc. While it's the most straight-forward approach, modifying those sequences to run at half speed just to accommodate an incorrectly synced hardware clock running at half speed seems wrong. I'd rather find a way to get a 1:1 sync if possible. Thank you though.
