Sonar X1 Essential Latency Issue

I'm not new to recording on my computer for practice, I've used Guitar Tracks and Guitar tracks Pro for years,  but since upgrading to Windows 7 and buying Sonar X1 Ess. I can't get my latency to line up. I run out of the Audio outputs into  stereo 1/8 into my sound card a Sound Blaster Audigy SE, into the line in. Normally on Guitar Tracks and Guitar tracks pro this was fine, but now my tracks don't line up and when I strike my drum machine it has a delay in the playback.
 
I need to know what to do? PLease help.
I am considering getting at TASCAM US-100 to fix this problem. Is this a good idea, does anyone have any recommendations for low cost Audio Interfaces?
 
I have also downloaded and played with ASIO4ALL, this doesn't help....it did when I used GTPro but not here....

Standard Windows 7 desktop, Sonar X1 Essential, Boss DR880, Lots of Guitars. Used Guitar Track, Guitar Tracks Pro, and Now Sonar X1 Essential

    In most cases a PC's sound card is "worst case" and will have latency issues.  Its not the Sonar program, the problem is in your "recording device" and in this case the old Audigy SE.  I have an Audigy SE in an old Vista 32 bit PC, it worked better in XP than it does for Vista (Win 7 uses the same drivers as Vista).

    Get a recording interface device (be careful as some have latency problems) as the first step. 

    I have had problems with ASIO4ALL, it messed up devices in my system when I tried it for a recording device that did not have ASIO drivers.
