Static noise when scrolling windows.

Hi guys. I have a really weird problem with my PC.

I'm getting static noise out of my right monitor when I scroll a window. It happens if I use the mouse wheel, drag the scroll bar, and it also does it if I hold the 'down' arrow key so my cursor will move from the top of a document to the bottom. It also happens if I rest my mouse pointer over a drop down menu. When I do that the noise continues until the drop down menu closes.

I swapped my monitors and the noise stayed on the right side (iow it didn't follow the monitor), I changed video cards and it still does it. It does not do it through my headphones though and it is not present on recordings.

Sys Specs:

Intel i5
Gigabyte Mobo
4GB ram
Geforce 9500 video card. Tried it with another card and got the same results
Optical USB mouse
PS2 Keyboard
M-Audio Fast Track Ultra
All of my cables are shielded balanced cables and are all short runs.

Any ideas?

    this is probably an internal grounding problem and will be difficult to track down.  it could be that your motherboard is not connected well to the case or your power supply might have an internal grounding problem (a cap could have opened up or a resistor burned up).  there could be a bad component on the motherboard.  there could be a lot of possibilities, but the bottom line is that it probably is a grounding problem somewhere, but finding it will be difficult.
     
    have you tried a different mouse?  is the mouse you're using USB or PS2?  have you tried the other?

    The mouse is USB. I haven't tried it but I assumed it was ok because it will do it if I use the arrow keys to move the cursor in a document.

    I've already swapped out the video card. I'm going to try the onboard sound card and see if that helps. I have a mouse and a power supply I'll try in that order as well.

    I'm so picky with this thing too. If I go anywhere for an extended time I unplug it, I unplug it before a storm hits. I hate computers. I really do. Next one I get is coming from Jim.

    Definitely think its a grounding problem. Try keeping your power and signal cables separate.
