Strange Sound with Phantom Power

So I'm getting this strange noise when I use my mic that uses phantom power. It seems to happen randomly and it is loud enough to be unacceptable. It doesn't happen with my SM-58. It was working for a while when I use my focusrite pre-amp but now i'm getting the noise again. Any ideas would be great.
