Stretching MIDI clip loses notes

[BUG]
Using time strecth function in midi clip with empty zone in the front end(for example an 8 bar midi clip with 4 empty bar in the begining) result in note missing,and using ctrl+z result in worse note missing.

    Is this new with 2017.09?
    We'll check it out.  One of the moderators mind moving this to problem reports?

    I'm not sure whether it's new with 2017.9 since I skip some of the update before.
    I just update to the latest version and this bug occured coincidently.
