Stutter Effect - Ability to auto chop waves files into stutter slices & pitch shift

It would be great if Sonar had an auto chop effect that slices audio into thin stuttery sound bites like vocals and audio.
This effect is popular in EDM, Hip Hop and Pop music and is commonly done in Pro Tools because of ease. If Sonar added some hip audio processing effects that make it easier to process audio like a Pitch Shifter and auto chop or manual chop feature it would be easier to create those effects we hear on the radio instead of looking to go to pro tools to that.
