You're monitoring using input echo in Sonar. While it's nice to hear all the fx, in the case of latency you should use direct monitoring via the interface. There should be a hardware button on it (on the 2i2 for sure) or otherwise a mixer app. Turn off Sonar input echo in that case.

The Dell I bought crashed and I'm seeing that a lot of these Dells had the same problem where it's not recognizing the OS and can't boot up. So I called this other guy I found on craigslist who does computer repairs and sells computers and I bought a decent ASUS Essentio Series M1745 Desktop for $200 and its working great. He said if I have any issues with it crashing in the 1st 3 months he'll take care of it. He gave me a decent HD projector screen and also installed a firewire card into the back and for that I'm giving him the crashed dell desktop that I have no use for. I'm kinda psyched about that especially having the firewire option.
 
The ASUS is 3.20 GHz with a Quad core AMD A8-500 APU. 8 GB RAM with Windows 10 pro. Should more than enough for what I'm doing. I have a 1 TB external Hard Drive that I can keep all my Projects on as well. And along with the BEHRINGER U-PHORIA UMC204HD I think I'm golden!
