Tascam US-16x08 control panel and driver updated to v2.11

It's not up on their website yet, but an upgrade notice showed up when I opened the Settings app. Upgraded with no issues, but will have to wait for them to post it to get the change log.

    The update shows on Tascam's website in Japan, but not the US site. The release notes state that v2.11 makes the US-16x08 compatible with the Win10 Fall Creators Update.
