    I didn't even pay my estimated taxes over the past year. Kept putting it off and putting it off and putting it off and now I have to pay them all at once

    I think so, but I'm sure there was some recent year in which I did the same thing and didn't get fined. Perhaps they were giving people a break for a while, I can't remember.
