Well, anytime you work on a track you highlight by clicking on it (i only have Sonar 7 - have not upgraded yet - should be about the same to do this) or maybe all three tracks at once. The only thing I have done is use (and you probably have this menu item also) is :
Process -> Length (submenu option) and go from there. (Start Time - > Duration -> Percent speed up or slow down. (and it starts at 100% since that is what the tracks of music are at now).
The only thing is you can not vary it all that much and make it sound like it did. I think in better versions of Sonar - Producer whatever then you may have a better option on doing that to a track and any of that.
I have tried another menu item and that is pitch shifter but that is not what you want to do and it does not work well except maybe for a single note.
The only thing is trying to set the metronome to the new beat if possible and that is menu item : Insert -> Tempo Change - > (and then from the start of the beginning of all the tracks) Start -> Insert tempo and sort of getting close because Process -> Length goes by a percentage and it may not exactly line up with a changing of the metronome (or BPM) after that since one is speeding up the BPM (or slowing) and the other does it by Percentage.
Perhaps you can do that mathematically and get the correct tempo but that depends if it goes in tenths or even hundreths for the tempo and any of that I am not clear on.
I only done it for an old tape of a band or tried it with. It does work (Process -> Length -> Percentage) but then the best way is still to do it all over again usually.
You can try it though because usually within a certain range it works good enough and if you do not need perhaps the metronome after that then you can record more.
Or another way to look at it is at the tempo the music (tracks) is now, you can make a click track at that tempo and then changing all of it will let you know the tempo before recording any new tracks after the change. (however inserting a new tempo may still be off a little further into the song previously mentioned but a click track works wonder even if the metronome can not be set exactly - that will not interfere with the music the way it is when it is changed and is only for guidance of the beat to be with anyway).
In other words if you need measures added to each track (like 4 or 8 measures) there is a way to do that also like I think:
Insert (menu item) -> add measures and how many and whatever there. Make sure you add an appropriate amount because if needed at the end you can delete most of that or mute the click track and whatever again just like editing words (paragraphs) in a word document. (except it is music you edit).
If you do not like anything that you edited at any time there is always the menu item : Edit -> Undo
and I think in my version I can "Undo" about 128 times if I used that many "Does" to do-do something by editing or adding or deleting or changing or something with any track or several tracks or deleting it all to start over.
