Interesting Philip,

The way I think of it...there are four elements to music. Melody, harmony, the rhythm and dynamics.
"Dominant" then would be referring to which of these elements "are".

My guess is determining "dominant" elements are a case by case observation and could also be an opinion.

What is also very interesting is having a beat dominant song shift to a melodic (or vice versa) song by mix...it makes a HUGE difference in the feel of the song.
Adding a drum track (or removing) changes center of gravity of song.....adding/removing a pad is DRASTIC to a song's feel and what dominates...IMO...of course.
This question is what makes mixing engineers the underated artists that they truly are.

I think the time change is a songwriting/band (as opposed to a mix call)  move but the sound of the  $ change drawer opening to the beat and locking in the guitar riff is dominant and if you took that one element out or if it was less prominent it would not be the same song, .

Ah! a 7:8 tempo?  Mike's green and blue ball is starting to reak havoc (twitching) in my left eyeball.  Must be those psychedelia days catching up with me.

Yeh, the P.Floyd guys are geniuses.  I suppose the drummer helped them come up with that cash-register rhythm hook.  In the movie 'Across the Universe' ... IIRC, they used trash cans and lids for rhythm at one point

... the trash-can banging wasn't obnoxious ... but gave new vibe and dominance neatly and sweetly.

"Mother" shouldn't be overlooked if time changes are points of interest. Also much more fun to learn...I think.
