Theme Generator Install Failed

I use Win 7 Home Premium, and my system is an offline system, and I have never hit up Microsoft for updates - just don't feel like hauling my machine upstairs, and whatever...).  Installed Aug Plat, and runs fine. 
 
Tried Installing Theme Editor - no go.... it's looking for some sort of .net framework software piece that I apparently don't have.
 
Damn.
 
Please, no lectures on updating my system.  Never had any O/S issues whatsoever running sonar or VSTs, etc., and frankly I have very little trust for MS meddling in my O/S as they update.
 
Just thought I would pass on what I am seeing.  Wishing the install was compatible with MS WIN 7 Home Prof. baseline...
