F.W.I.W. I have had plugs in the list in the past that did not exist.

I can't find this plug in...

It is applied as a (destructive) process rather than a plugin effect.  In Sonar 7PE it is accessed via menus as follows:

    Process > AudioFx > Cakewalk > Time/Pitch Stretch 2

Sonar X1 menus may be different though.

    SonarPlatinum(22.11.0.111)|Mixbus32C(4.3.19)|DigitalPerformer(9.5.1)|Reaper(5.77)
    FractalDesign:DefineR5|i7-6850k@4.1GHz|16GB@2666MHz-DDR4|MSI:GamingProCarbonX99a|Matrox:M9148(x2)|UAD2solo(6.5.2)|W7Ult-x64-SP1
    Audient:iD22+ASP800|KRK:VXT6|+various-outboard-gear|+guitars&basses, etc.

This can only be done by right clicking the wave in Track View. It's not accesible in the File Menu.

Correct. In fact, on my system, the options Process > Apply Effect > Audio Effects and  Process > Apply Effect > Midi Effects are both greyed out no matter what you select
