"Tracks" not available in edit filter

What I'm trying to do: create an automation envelope for CC1 for the track (not the clip.)  The reason:  I am using Allegro to trigger VST synths in Sonar.  I am using Sonar as sync master to kick off Allegro.  MIDI messages are flowing back from Allegro to VST's via MIDI echo.  I would like SONAR (not Allegro) to provide input for CC1.  Specifically, I want to use envelopes on crossfade patches in EWQLSO.  So the MIDI signal flow is something like this:

Allegro -> note events -> Sonar MIDI track -> echo -> SONAR synth track -> VST (works great)
Sonar MIDI SYNC -> Allegro (works great)
Sonar MIDI track -> CC1 envelope - Sonar synth track -> VST (what I'm trying to do.)

Clips...
Audio Transients...
Notes...
Track Automation...
Clip Automation..."

Problem: The ONLY option available is "Clips"  I'm looking at both MIDI and SYNTH tracks.  I'm sure I've missed an obvious step somewhere, but no other options are available in the edit filter other than "Clips"  Although I can apply MIDI CC1 automation to the "clip", there is not an actual clip.  I need to apply it to the track.
