Transform Tool in Piano View problem

If I draw a controller such as mod wheel, foot controller, etc in Piano View, then enable the transform tool, I cannot get the tool to change the data vertically.  In other words, after I draw in some controller data, then start the transform tool, and then resize the transform box by dragging the upper left or right corners or middle, the data doesn't resize or change in any way.  It does work if I stretch it horizontally.  However, it does work if it's note velocity I'm working with, but not with any controllers.
