Unable to register the DLL/OCX RegSvr32 Failed with exit code 0x3

Greetings all,
 
Has anyone experienced the same problem I had with Sonar X3 after the latest Windows 10 update to version 1709 where you are unable to open Sonar X3? 
 
After uninstalling & reinstalling X3 back onto the PC, I attempted to install and ran into the error in the title of the thread. 
 
Any prior article on this board with same issue refers to Windows 7 and checking on Windows Update for an update. This DOES NOT apply here as this is the latest update. Cakewalk folks, please provide a fix for this as I am in the middle of project that is getting cold due to this system conflict. I have been a long time user of Cakewalk and really do not want to switch over to Pro Tools. But, I need to get this working.

    Have you tried installing the Visual C++ Redistributable Packages that is mentioned in the Cakewalk article for the problem?

    I forgot to mention in my post that I installed both of the files on the Microsoft site prior to writing this post. 
     
    I had trailed down the 64bit download path as that is what my PC runs on. I went ahead and installed both files from the Microsoft site because the error references a file with "32" in it. I thought the error may somehow be connected to the "x86" file. 
     
    Neither Microsoft file fixed the problem. Appreciate your help. The article you referenced was the article I was referring to that did not work. My error is specific toward the latest Windows 10 update to version 1709. The article references Windows 7. There must be another problem that exists in Windows 10 apart from the problem occurring Windows 7. 
     
    Still looking for the answer.

    This seems to be the most recent thread on this issue.
     
    I run Win 7 Home Premium (64 bit) and have been using X3 via Steam for a while.  In April I bought Sonar Professional via Cakewalk with the aim of removing Steam (and therefore X3).  
     
    The PC has been stable so no Windows updates have been done for quite a while. 
     
    Yesterday I decided to install Professional after seeing the news of Cakewalk's demise and met the DLL/OCX error.
    I installed all of the Windows updates and that didn't fix it, so I downloaded the VC 2015 redistributables.  The 32 bit version installed fine, but the 64 bit wouldn't, telling me I already had it.
     
    The 64 bit 2015 VC redistributable wasn't the Add / Remove Programs list in Windows, but the 2017 was.  It turns out that the 2015 version has been replaced with the (seemingly identical code-wise) 2017 one, but the Sonar installer doesn't like that.
     
    I removed the 2017 version and installed the 2015 one, and everything installed. 
     
    I don't use Win 10, so can't check that.
