Is there a way to make a track sound like it is underwater?

    Sometimes I will play with delay, reverb, and long flanger effects. I've even used doppler to try and get an underwater effect. EQ-ing out the high end helps as well.

    Seriously, what does "underwater" sound like? I've played the game where two kids go underwater and one tries to guess what the other is saying, I can't imagine how that would be useful...

    Use a low pass filter to kill the highs, since highs don't travel thru water well.

    What kind of underwater sound? A person yelling would have bubble sounds associated with it; while whale song wouldn't. Whale song may have echo (since the ocean is more mountainous than the surface on land) (oh, and it sounds cool with echo). For a person yelling, I'd look at using some radical comp settings possibly.

    You'll find some theory in this article.

    Basically, the absorption coefficient of water grows like the square of the frequency, so you'll lose about 12 dB per octave. Air is much more forgiving

    Are you talking about what a track sounds like under moving water or still water? An acoustic performance or synth based?

    Seriously, get some kind of cheap weather proof speaker and put it under water and record the playback. Of course, you'd get a better sense of what something sounds like under water if you put a mic in the water, too. check out this link for how some movie production company solved the problem of mics in water.

    And here I am thinking that party ballons were the only other use for prophylactics. Learn something new everyday.
