2. Contact Cakewalk and they will provide a link for the 64 bit version of the mp3 encoder.
 
 
Also I don't think Cakewalk will be able to host this alternate link. As a commercial entity it attracts a licensing fee for them to include mp3 de/encoding function hence why we have to pay the $20.
