Using ACT on track controls

I'd like to use ACT to assign VS-100 knobs to track controls (e.g., gain, volume, pan, etc.).  Clicking on the WAI brings up a picture of the VS-100, however I can't seem to assign.  The help file refers to using a Generic Surface controller - do I need to add one of these in addition to the VS-100 that is listed and working (this doesn't seem to make sense)?

    Hi,
    in the message you do not name the DAW you use - but I assume Sonar.  You ask how to use ACT to control gain, volume, pan.
     
    Lets start with volume - the function of the motorized fader is to control volume. 
     
    In the case of pan - press the ASSIGN button (it is to right of the two TRACK controls).  As you press the ASSIGN button keep your eye on screen.  You may need to press ASSIGN button multiple times - but you should see the word "Pan" appear in the screen.  When Pan is displayed then the VALUR button controls the PAN for track.
     
    In the case of gain - I assume you mean "Trim" .  Follow instructions above until you see Trim displayed.  As above Value button now controls trim.
     
     
     For above procedure the VS100 control surfact screen needs to be displayed - not level meter.  This information is in the VS100 hardware manual - see pages 19 to 23.
     
     
    Basically ACT is not involved in controlling above track parameters.  As I understand it ACT only applies to active plug in parameters  - not actual Sonar  tracks / bus parameters.
