Using BCR2000 With ACT in SONAR X2a

I just picked up a Behringer BCR2000 and am trying to get it working properly with SONAR X2a and ACT.  I followed a similar procedure to the steps outlined for configuring a BCF2000 in this article:

Naturally I selected the BCR custom template instead of the BCF.  It seems to work, but I can only get functionality within SONAR from the bottom two rows of rotary knobs.  The buttons up top also seem to work as planned.  I've experimented with Act Learn and the bottom two rows are recognized when I follow the steps in the help file, but the top two seem to be ignored.  The lights on all rotary knobs are functioning properly, but only the two lower rows have any effect.
 
Do any of you with exerience with the BCR2000 have any idea what I might be doing wrong?
 
Edit - Just checked and I'm able to assign the top rows as a MIDI CC with the MIDI learn function as a Remote Control CC in the console view, but that's not using ACT and doesn't follow the channel strips when you move the strip at the bottom to another section.  Could it be that I'm expecting something more than I'm able to do with ACT?  Is ACT limited to the first two rows on the BCR and I have to use the Top rows as hard-wired CC's?  Seems a little odd, but it could still be something I haven't figured out yet...
