VST upsampling

I just watched this good interview: Craig Anderton on Cakewalk SONAR by Sweetwater
What is the best way to determine if a plugin needs to use upsampling?

    Whether it "needs" it or not is subjective.
    Best way is to try it and see if you like the results.

    Is there a current list of known plugins in which upsampling has a subjective noticeable effect?
