Video stretching like audio? [SOLVED]

Thinking about music videos.
 
Say I have a video clip that is 19 seconds long but I want it to actually run 22 seconds long (like over a guitar solo) without looking like a loop.
 
Is there a way to simply stretch it like I can do with audio? Also, recognize that the vid would not be ruined if it was "slowed down" in action.
 
I'm not really asking if SONAR can do it (however that would be super easy if it could). And of course I'm not (at this time) looking to invest in really high end video editing.
 
I made my first music vid using Wondershare's $50 Filmora. I don't see that I have that ability in that tool.
 
I also have the free Hit Film Express (3 I think) but I have not explored that tool yet.

It's pretty straightforward to do that in Premiere. But of course you have to have Premiere. You simply set "in" and "out" points and then tell Premiere to fit the content to that duration. I would think it was a basic feature of any decent video editing app?

Yup, it was there in the manual.
