Video update lag in expanded

I noticed last night as I move the mouse cursor back and forth across the moving time line that the timeline "jitters" or acts like it is not updating as quickly as it should be, or used to.
 
has anyone else noticed this?

    no one else is seeing this? 

    I did not see this happen in X1C, so I can't believe it's tied to my video card unless X1-e has finally pushed the limits of my card where X1C did not. 

    I haven't tried different latency settings to see if that affects it, but I'll try to do that tonight.
