Ok, I fiddled with it a bit and I found a way to do it. Insert Tape Stop into the FX bin of your audio track and adjust the speed up/slow down parameters until they are where you want them. Then turn on Automation Write Enable (one way is to click the W button on the track) on the audio track with Tape Stop in the FX bin.

PLAY the track and use Tape Stop the way you normally would. Every time you click the start button in Tape Stop the event is being recorded. When done stop the project and disable Write Automation by clicking the W again. Play the track and it should sound the same as when you were clicking the button yourself. When satisfied with the result, bounce to another track to save as an audio clip.
