What causes midi notes to record ahead of time??

What causes midi notes to record ahead of time??

OK, now I have seen many threads regarding this issue, and now it's happening to me.
Sorry I haven't tried anything at this point but I'm mulling it over out loud with this thread. 
 
All midi notes recorded, using any VST are about 1/32 note early globally. 
 
Midi input from Roland A 49 via USB. 
System Sonar is one update behind. Windows updates one month behind. DAW unplugged from network. 
Projects are brand new and at this point pure midi. No Plugins.  Basic Cake VST's, TTS_1, SI bass, AD drums and True Pianos. 
I even slowed the songs down to half speed to rule out my playing...exactly same results. 
 
Now I see that Roland does not offer updates and lets windows 10 do this automatically? ;( 
This might have happened after last months update as I haven't recorded any midi until just the other day. 
But now what? Not sure how to over ride windows 10. I know what will happen if I try a roll back or using the one from the support page, , it will tell me I already have the correct driver and refuse to install. 
I could try the Roland's MIDI port via my Scarlett to test if it truly is the driver. 
 
But anyone else have an insight into why midi timing goes off,,, and early too boot.
