Audio Creator is not a complete replacement for Sony Vegas. There are many features that Vegas offers such as multi-tracking and a full audio plug-in suite.

No, Audio Creator is a stereo audio file editor, not multi-tracking software. Although, you cannot have 2 or more tracks playing back simultaneously, you can cross fade, edit, slice and dice just as you would in Vegas, but you are limited to doing this in one track.
