What happened to 3db louder and quieter?

In Sonar 3 there was an audio effect where you could choose to increase or decrease audio by 3db. I recently upgraded to the newest Sonar Professional and I don't see that audio effect anywhere? Anyone?

    Process/Apply Effect/Gain, choose 3dB cut or boost preset.
