What happened to the tempo tap?

Previous versions had a tempo tap feature. Cannot find it in X1.  Searched documentation can find it. (page 249 does not mentione it)

From page 1664 of the Manual.

    Tempo dialog
The Project > Insert Tempo Change command opens the Tempo dialog box. In the Tempo dialog
box you can set a new “Tempo” on page 1815 at a specified point.
Use the following fields to insert a tempo change:
Tempo. Type a new tempo or use the Click here to tap tempo button to tap out a tempo. The
Tempo field changes as the tapped tempo varies.
Change the Most Recent Tempo. Applies the tempo changes in the Tempo field to the most
    recent tempo.
Insert a New Tempo Starting at Time. This option applies the tempo from the Tempo field to a
    specific starting time

One reason you may not have found it is its called Tap Tempo not tempo tap.

so tap is available only when "Inserting a tempo change"?  can't use it from the get go?

Yes, you can go to Project > Insert Tempo Change at the beginning of the project and tap away, just like you would to make a change later in the project.

Why not? You can insert it in at the beginning right?
