When I run Command Center nothing happens

When I run Command Center nothing happens

It shows up in the task manager as "Command Center Setup", as a background process.
 
I'm running Windows 8.1 64-bit.

    I downloaded the Sonar manually. I had the same problem with that file as well. Then I uninstalled Norton Anti-virus, and I was able to run the install program for Sonar. I'm good now :-)
