It's to keep the inputs from overloading under large signal conditions. It's probably not for protection (since R22 and R23 are in there and they'll limit current) but more to reduce overload recovery time. The diodes will recover quickly while the opamp could take a while to return to normal operation. If the power supply has to tolerate a load with quick transients you'll want it to recovery quickly from temporary overload conditions.
