Because with power comes complexity, and screensets are very, very powerful. The track manager being screenset dependant is great as far as I'm concerned.
It means I can have MIDI only & audio only screensets to start with amongst loads of other helpful set-ups. Unless you have any real reason to lock the screensets just leave them unlocked.
FWIW I think, no make that I need, some sort of always visible visual indicator in the CB or elsewhere to indicate when a screenset is locked or not without having to pop up the menu. I put that in as a feature request around January IIRC.
If you really need to lock & unlock SS just assign a key binding to that toggle. That's how I work it's so fast it's almost automatic for me to make changes and re-lock or not as I see fit. Only thing missing is the aforementioned indicator.
