Windows 10 makes me wait to save patches?

Windows 10 makes me wait to save patches?

I have noticed recently that when I am saving or loading patches, I often get that annoying little blue circle come up telling me I need to wait.  I find this particularly weird because I don't seem to have this problem when I am recording or playing back within SONAR or other daws.  
 
This is something that has only happened with in the last few weeks.  Has anyone experienced anything like this?

    What antivirus software are you using and how is it configured? on access scan could be causing such delays ...

    This seems to be unique to Rapture (classic).  I added the ProgramData/Cakewalk folder to the directories to exclude and that seems to have done the trick.
