Windows converts Apple app - example ScratchPad

What happened about MS making it easy to convert Apple apps to Windows.  Wasn't that an upcoming feature from MS?  I'd love to see ScratchPad as a Windows app on my recording rig.  Esp. if they would add more pads.

    Sorry for the confusion.  No, I mean Cakewalk's ScratchPad for the iPad.  Before Win10 came out I thought there was talk about some kind of easy way to turn Apple Apps to Windows.
