X3 and VST3 Audio Effect Midi Input

I'm trying to get the VST3 version of iZotope Stutter Edit working in X3.  This audio effect plugin needs a midi input to work.  I know how to get it to work in X2 (define as instrument), and the same approach will get the VST2 version working in X3.
 
The problem is the VST3 version of the plugin behaves as an Audio FX even after I change it in plugin manager to be an Instrument.  When I attempt to insert it into the fx bin of a track or bus, it only shows up as an Audio FX, and no obvious midi input is available after it is inserted.
 
Does anyone have any suggestions as to what I'm missing here.

    We have some plans to improve the MIDI input and output from audio effects in a future update.
    Feel free to bug this up.
