X3 and docking - don't feel I'm in control

Sometimes Inspector appear as full height as workspace.
Sometimes it's height is as track view, and mixer view goes all the the way to the left.
 
I use the Alt+1 Alt+2 to shift views, sometimes you get a fullscreen undocked mixer sometimes docked.
 
This can change imminently - as well as doing nothing when using Alt+1 and then Alt+2, and stays the same.
 
To be specific - if Inspector become part of where track view is docked, not going all the way down - how do I get it to go all the way down?

D and Shift D are the keys to select full screen track, full screen dock or split tracks and dock
