anyone have problems getting plugins found?

I have/had around 400 plugins.   I did a factory reset on my machine and reinstalled X1.  when I try to add my 3rd party plugins, no matter where i put them , they will scan but not show up.    anyone have any idea who what how ?  Waves has never had any problem loading in the past but now I can't get any of them to show up.  I pulled some FLstudio4 plugs over to X1 with no problem.  You would think that if any problem at all would show up, it would be with other DAW plugs like fruity loops insted of iZotope and waves.
 
I've tried  putting all my plugins into each of these without luck.
 
 C/programfiles/VSTfolder
C/programfiles/x86VST
C/programfiles/cakewalk/vstfolder
 
 they will scan but they wont show up or load.   no error box or reg box pops up either.
 
I'm lost.   I went from 400 to 30.   It's not gonna shut me down not having them,  but as you know  sometimes people come in and HAVE to have a plugin they can't live without. 
plus my mastering plugins are from waves and izotope.  i'd trash most all of my other plugs if I could heh..   thanks guys for any help you can give.

    Run as administrator trick?

    No as a matter of fact Sonar X1 seems to autofind newly begotten vst plugs without a manual scan and not much loopla starting up.

    Man I like that a lot!

    I kind of have the same problem with X1a did the admin, thing work for ya?

    Running as admin fixed the issue of registering Dim Pro but don't know about scanning VST's.

    Have you guys tried the obvious stuff?

    Select all 3 options under VST folder
    Scan for VST on start up,
    re-scan failed plug-ins
    re-scan existing plug-ins.
    And go ahead and reset All VST plug-ins.

    This has worked for me when I had plug ins missing.

    I did a re-install of X1 and now all of my plugs ins are there.....finally!!
