cannot drag tracks to a new position?

cannot drag tracks to a new position?

The little double headed arrow does not appear and I cannot drag tracks to a new postion? This is in the main view section not the clips section. Any ideas?

    thx - had a look at that, but I had already tried expanding the track.

    Have you tried grabbing it on the track number?
