command center will not start up

command center will not start up

is there any way to download my products without command center? I can't get command center to open anymore. This happened before with my upgrade to windows 10. I used compatibility and set to windows 7 which worked for a time but something happened yesterday with either a windows upgrade or sonar upgrade. Now I've tried everything and I give up. I just want to download my stuff some other way.
BTW this is the message I get when starting command center
ShellFailed Ex code 3221225477
I deleted command center and re downloaded it but got the same message.

any ideas.

    This looks like an access violation.
    1) Try downloading it from a different browser.
    2) Temporarily disabling your virus scanner.
    3) Run chkdsk /R from an administrative command prompt on your hard drive.
    4) Make sure windows update is fully up to date.
    5) Scan for malware and viruses.
