confused about updates

 I have an update today and no notes about update. I updated the other day for the new color theme, but what is this update about today(i.e. where are the notes about the update)

    The only change is for some problems with Japanese localization. No need to get it if you aren't running Japanese

    Personally, I think they should but the most recent changes at the top of the post so they are the first thing you see when you go to the post.

    Windows 10 64bit fully patched, 16 gig ram . 
    PCR-800 Controller.  (Working in Win 10 1809 64bit)
    CPU: i5 4670.
