control bar settings

I am trying to keep the control bar on the bottom everytime I open a project the control bar appear on top with elock modul locked and justified and the module I use are not there until I manually bring them back.  Ihave saved the projecvt and saved a version of the project .  how do I keep my control bar down?

    Hi. Do you have a screenset that could be locked? Or perhaps try to change "Lens" to none?
