    It sounds like you are getting both the direct signal and the signal through the DAW in your monitors or headphones. It also sounds like you are trying to use the internal sound chip or have misconfigured your audio interface. What audio interface are you using and what driver mode (ASIO, WDM, MME...)? To effectively monitor through the DAW you will need an audio interface dedicated for DAW use.

    And one that has low round trip latency ( RTL). Most budget interfaces have a hard time getting below 10 ms of RTL. Then the next factor is a powerfull and stable PC that will let you lower your buffers far enough to maximize your audio interfaces and its' drivers capabilities.
     
    If you do have a good interface and a respectable PC then try lowering your buffer settings until Sonar reports around 7ms RTL or less and see if your system stays stable.

    ^^This. It sounds like maybe you're using MME as the Windows driver protocol. A quality interface that supports the low-latency ASIO protocol costs about $149 (e.g., TASCAM US-2x2, Steinberg UR22, Focusrite 2i2). Although there's a free driver called ASIO4ALL that purports to let you use standard Windows hardware as an ASIO interface, it's not true ASIO and is usually more trouble than it's worth.
     
    A good audio interface makes a huge difference in terms of creating a better recording experience.
