New plug-in layouts not appearing

I've created a new plugin layout using the plug-in manager in HS6 and I've saved it to the folder: Plug-in Menu Layouts.  The  new layout does not appear as a choice in INSERT:SOFTSYNTHS:PLUGIN LAYOUTS.  The only choice that appears is the Default All Plugins layout.  I only need this one layout and would actually like it to be the default layout if I could.  Any ideas on why I'm not seeing this layout? I checked the folder in Windows and the .pgl file I created is there.

    - Go to Plug in Manager, Open your Layout from the dropdown
    - Hit the Save icon and in the dialog box give your layout a new Display Name (leave the Filename)
    - Answer "Yes" to "file already exists" dialog (this is about the filename).
    - Close the manager and check under Insert to see if it shows up.
