MC 3 is a 32-bit program not designed to work on a 64-bit operating system.
You can try clicking the MC 3 icon and setting it to Run As Administrator, or if you have the option, Troubleshoot Compatibility. This might set up MC 3 to work in compatibility mode with Windows XP SP3 or other earlier OS. Or you might get an 'Incompatible Program' message.
DreamStation DXi (or any DX effect or synth) will not work on a 64-bit OS unless you're in a 32-bit compatibility mode.
MC 6 is a 32-bit program designed so it will work on a 64-bit OS. You can write notes in the Piano Roll View (PRV) or Staff View, but the notation operation is much different that you're used to. You can do it, but you'll have to re-learn how.
On question 2, I'm not sure what you mean by "transfer the track outputs to it". Do you mean 'change' the track outputs?
