is it possible to have 2 machines and 16 faders active, total in midi?

is it possible to have 2 machines and 16 faders active, total in midi?

I keep trying to assign a device capable of 16 faders in MIDI but I can only get 8 to work total. Anybody have any idea why?
 
I can do up to 24 in total but I'd just like to do 16 at a time at least, with the WAI colors on the tracks. (16 tracks it would be)

    I think you need to give a little bit more detail about the equipment you are trying to set up?
