One way to do it would be to create a new bus with the Flanger in its FX bin and insert sends to that bus in the tracks/buses you want the effect on.

Yea, you can send buses to other buses (like a flanger bus) and then send all those buses to the master bus. The master bus is the only bus that should go to your main outs.

You'll probably get a bit more flexibility by doing what the other guys have suggested, i.e. set up a dedicated flange Bus, but use TRACK sends to control the amount of Effect each track gets.

Flanging an entire drum bus will result in some, well, interesting results.

Don't forget to set the effect in effect bus(flanger in this case) to 100% wet signal.

You control the amount of effect with each tracks send level.

If you don't have all wet signal you can get strange unwanted effect from slightly delayed direct signal mixed with original signa.
