it sounds like you're not really wanting a keyboard, but a controller.  they are not the same thing.  a keyboard will have internal sounds as well as MIDI I/O control, a controller is built specifically for MIDI I/O and will usually have more knobs and sliders or even pads on some of them than keyboards do (but that's not a specific hard rule, some keyboards have a lot of knobs, sliders and pads).

you also need to consider what type of feel you want for the keys as well.  88 key controllers and keyboards typically have a weighted feel of some kind while 76 and below usually have only synth type keys.

modern controllers typically have a USB I/O and some of them come with a standard set of MIDI ports, but not all of them.  if you ever want to use the controller to send MIDI to other keyboards, you need standard MIDI ports on it.  if that's not an issue, then USB will do fine.

I don't have a lot of recommendations for MIDI controllers.  I have never owned one, but I've had many keyboards.

If I were looking at controllers, I would want one with as many sliders and knobs as I could get.  I probably wouldn't care about pads because I don't trigger drums from my keyboard anyway.

personally I wouldn't want anything less than 61 keys unless I planned to use it for something specific like taking with me on business trips to practice on, or if I already had enough keyboards and needed something small to supplement them.

this is out of your price range, but not by much.  this is where I'd start looking:
    http://www.musiciansfriend.com/keyboards-midi/m-audio-oxygen-61--usb-midi-controller

it has sliders I could program for organ drawbars or for slider controls in the DAW, it has knobs for assigning to various things and it has a mod wheel and pitch bend (very important, IMO).

One other thing to consider is aftertouch, not all the controllers out there transmit it. I am not a real keyboard player but I find aftertouch to be worth having. For what it's worth, I have an Axiom 25 from a few years ago and it works well.

I have the M-Audio Keystation 88,....having 88 keys is a must for me. It's been an excellent board for me. I think I paid around $200 for mine new...well worth it.
